Luderitz Wind Power Project In Namibia
The Lüderitz Wind Power Project is a 50 MW onshore wind farm south of Lüderitz, Namibia, developed under a Build-Own-Operate model by CERIM Lüderitz Energy (Pty) Ltd. The project includes seven turbines and a 40 km transmission line to NamPower, with commercial operations targeted for June 2027. Total investment is NAD 1.4 billion (USD 74.45 million), financed through debt and equity, with AfDB and Standard Bank as senior lenders.
CERIM is a joint venture between China Energy International Group (55%) and Namibia’s ANIREP (45%), combining global expertise with local renewable energy investment.
The African Development Bank has categorized the project as Category 1, reflecting significant environmental and social risks, including impacts on biodiversity, migratory birds, and local communities. Safeguards documents such as the ESIA, Biodiversity Management Plan, and Stakeholder Engagement Plan are required prior to approval.
The ESMS assessment confirms CERIM has adopted a high-level Environmental and Social Policy and prepared key management procedures. However, institutional capacity remains incomplete, with no dedicated E&S unit, budget, or ESG reporting track record. An Environmental and Social Action Plan (ESAP) has been agreed, requiring finalization of procedures, recruitment of specialists, budget allocation, and annual ESG reporting during operations.
The project represents a strategic step in Namibia’s renewable energy transition, contingent on CERIM strengthening its governance and safeguards implementation.
